  Solid Waste Management

 
 The Bergen County Utilities Authority (BCUA) Division of Solid Waste Management is responsible for the development of the solid waste plan for the proper management of solid waste within Bergen County. The original plan was adopted by the Bergen County Board of Chosen Freeholders on October 1, 1979 and has evolved through the years to reflect the dramatic changes in solid waste management in New Jersey.

The current plan incorporates a hierarchy of management practices that emphasizes recycling and source reduction as the preferred method of managing Bergen County’s solid waste stream. Please click on the appropriate link to learn more about BCUA’s solid waste programs and services.

Planning

In accordance with the Solid Waste Management Act (N.J.S.A 13:1E-20), in December 2006 the BCUA adopted the Updated Bergen County District Solid Waste Plan Amendment.  This plan details the long-term solid waste strategy for Bergen County.  To review an executive summary of the plan please click here.

Plan Amendments

By way of resolution of the Bergen County Board of Chosen Freeholders dated December 23, 1983, the Bergen County Utilities Authority (BCUA) was designated as the agency responsible for the implementation of the Bergen County District Solid Waste Management Plan. In addition, Article IX of the Administrative Code of the County of Bergen continues and expands BCUA’s solid waste responsibilities. Accordingly, the BCUA is the agency that reviews any proposed modifications or amendments to the existing Bergen County District Solid Waste Management Plan. After such review, the BCUA recommends to the Bergen County Board of Chosen Freeholders whether any proposed modification or amendment to the existing Solid Waste Management Plan should be adopted.

Once recommended by the BCUA, the proposed amendment is considered by the Bergen County Solid Waste Advisory Council (SWAC). After consideration by the advisory council, the proposed amendment is forwarded to the Board of Chosen Freeholders.

Once adopted by the Bergen County Board of Chosen Freeholders, the proposed amendment is transmitted to the commissioner of the New Jersey Department of Environmental Protection for certification and final approval. Through this procedure, any proposed amendment to the Solid Waste Management Plan must undergo four levels of review:

  1. BCUA
  2. SWAC
  3. Bergen County Board of Chosen Freeholders
  4. New Jersey Department of Environmental Protection

BCUA Grant Programs

The Municipal Recycling Assistance Program (MRAP) was developed by the Bergen County Utilities Authority (BCUA) to assist Bergen County municipalities with the implementation and expansion of local recycling and source reduction programs. Since 1990, over $52,000,000 has been distributed to municipalities as part of this program.
