Applications for Sewer Extension Endorsements
Brief Description:
State mandated treatment works approval program. Projects of at least 8,000 gallons per day or those that include the extension of the public sanitary sewer system are the two main prerequisites in determining if a permit is needed.
The treatment works approval program began with the enactment of the Clean Water Act. The BCUA must review and endorse each project prior to the applicant submitting to the state. BCUA endorsement guarantees to the state that we have enough capacity at the plant to handle the additional flow. It also gives staff an opportunity to determine which of our meters the project will flow through. If it is a substantial flow, a new metering station may be required.
The applicant is required to submit the complete package for review. This also enables staff to review the plans to determine if BCUA has any facilities in the general area. Upon completion of the project, the applicant must submit form WQM-005 to the BCUA. This finalizes the work and moves the flow from anticipated to actual. A $100.00 review fee must accompany the submission.
In addition on March 24, 2005, the BCUA adopted an amendment to the BCUA Rules and Regulations for the Direct and Indirect Discharge of Wastewater to the Bergen County Utilities Authority Treatment Works requiring any person seeking to construct a direct or indirect connection to a municipal sewer system or the BCUA’s System to pay a connection fee to the BCUA. With respect to developments where construction has not yet begun at the time of the adoption of this regulation, the connection fee shall be paid prior to the commencement of construction. With respect to developments where construction has begun, but no direct or indirect connection has been made to the System at the time of the adoption of this regulation, the connection fee shall be paid prior to the direct or indirect connection to the System. Copies of the Sewer Connection Application and Sewer Connection Referral Form may be obtained from your municipal construction code official or from the BCUA's connection fee division.
